David Harbin
David Harbin is an attorney based in Hagerstown and Frederick, MD who specializes in DUI/DWI, criminal law, serious traffic offenses, and juvenile cases. A member of the Maryland and District of Columbia bars, he has served on the board of directors of the Maryland Criminal Defense Attorneys association (MCDAA); at the Washington County Bar Association as President, Vice President, and a member of the board of directors; and on the Governor’s Judicial Nominating Commission. George Kirk
George Kirk is an attorney based in Frederick and Hagerstown, MD who specializes in DUI/DWI, criminal and serious traffic cases. George is licensed to practice in Maryland and is a member of the Maryland State Bar Association and the Maryland Criminal Defense Attorney’s Association. George attended college at the University of Maryland, where he earned a B.A degree in History while minoring in Middle East Studies. After completing his undergraduate degree, George studied at the University of Baltimore School of Law, where he graduated in 2021.

Matthew Fogelson is a 1997 graduate of The College of William and Mary and a 2004 graduate, with honors, of the University of Maryland Francis King Carey School of Law. He is a member of the bar in the State of Maryland, for the United States District Court for the District of Maryland, for the United States Court of Appeals for the Fourth Circuit, and for the Supreme Court of the United States.
